¿What we do?

  • The ministries of Labor of the Pacific Alliance member countries (Chile, Colombia, Mexico and Peru) held work videoconferences since 2015, to agree on the topics that would be part of the labor agenda of this integration mechanism.

  • This work carried out by the ministries of Labor was done informally, until July 1, 2016, when the Labor Technical Group was officially created within the framework of the Puerto Varas Declaration, Chile (11th PA Heads of State Summit).

  • As a result of these videoconferences (those held from 2015 to June 2016) among the areas of International Cooperation, the following 4 themes were prioritized: Youth Employment, Eradication of Child Labor, Labor Migration and Social Security.

  • On December 14 and 15, 2015, the “I Labor Sector Meeting of the Member Countries of the Pacific Alliance” was held in the city of Lima, Peru.

In the Declaration of that meeting, the following was stablished:

Youth Employment
  • Promote decent work strategies for the attention of young people and vulnerable populations.

Eradication of Child Labor
  • Disseminate the catalogue of prohibited dangerous activities that endanger the safety and health in child and adolescent labor.

  • Promote the exchange of information regarding the rules that regulate child labor and protect the adolescent worker.

Labor Migration
  • Establish guidance and consultation mechanisms on labour issues for the attention of Pacific Alliance migrants.

Social Security
  • Promote the exchange of information regarding regulatory norms and institutions responsible for social security in the countries of the Pacific Alliance.

  • Promote the culture of social security in the countries of the Pacific Alliance, through academic, cultural activities, among others.

  • At the suggestion of the Ministry of Labor of Peru, the agenda of priorities was bounded from four to two, to avoid duplication, attending to two arguments:

a) The CELAC has already prioritized “Youth Employment” in the conformation of the Labor Group of which the PA member countries would be part.

b) 27 countries have been promoting, with the support of the ILO, the “Initiative for the Eradication of Child Labor” and have a work plan and focal groups in all the ministries of Labor.

  • In conclusion, the priorities of the Labor Technical Group matters are now focused on the themes of Labor Migration and Social Security.

Mandates

  • The Santiago Declaration, 2020

    • Work closely with the national labor competencies certification institutions in defining the operating system for the homologation of the certifications they grant based on the conclusions of the comparative study developed in the Lima mandate.

    • Promote youth employability in the Pacific Alliance, through the exchange of experiences and the implementation of programs that help to reduce the gap between supply and demand in the labor market.

    • Design of a Policy for the Management of Psychosocial Factors and Promotion of Mental Health at Work in the member countries of the Pacific Alliance.

    • Promote the acquisition of digital skills and promote training for work in digital environments, through the formation of a shared training offer in the four countries of the Pacific Alliance.

  • The Lima Declaration, 2019

    • Prepare a comparative report of the systems for the evaluation and certification of labor competencies in the countries of the Pacific Alliance, as the first step in the elaboration of a roadmap that allows the certification systems to be homologated.

    • Formulate a project that derives from the conclusions and experiences of the “III Forum of Cooperation in Public Policies for the Management of Psychosocial Risks (RPSL) and Control of Work Stress” of November 2018, with the purpose of establishing common guidelines for the design of a policy of management of psychosocial factors and promotion of mental health at work in the member countries of the Pacific Alliance.

    • Establish a working table with the Coordinators of the Project “Observatory for Labor Insertion and Strengthening of Employability in the Pacific Alliance countries”, sponsored by the Erasmus+ Program of the European Union, in order to evaluate the bases of a Pacific Alliance Labor Observatory.

  • The Puerto Vallarta Declaration, 2018

    • Evaluate strategies in terms of mobility of young apprentices in formative stage at technical level, with the purpose of carrying out internships in the member countries of the Pacific Alliance.

    • Hold the Third International Forum of the Latin American Network for Public Policy Cooperation for the management of Psychosocial Risks (RPSL) and Labor Stress Control, during the fourth quarter of 2018.

    • Develop and implement, in collaboration with the People Mobility Technical Group, a work plan that contributes to promote free labour mobility based on the available reports.

  • The Cali Declaration, 2017

    • Develop actions to exchange information and good practices in the prevention of psychosocial risks at work.

    • Integrate a group of experts that analyze options to facilitate the mobility of young apprentices in the formative stage at technical and technological level of the Pacific Alliance, so that they can carry out their work practices in one of the member countries of the Pacific Alliance.

  • The Puerto Varas Declaration, 2016

    • Develop a work plan that includes joint and specific cooperation actions, in coordination with other technical groups, on youth employment, eradication of child labor, migration and social security in the countries of the Pacific Alliance.

    • Prepare, in coordination with the People Mobility Technical Group, a comparative study on labor mobility in the four countries of the Pacific Alliance, which will serve as a basis for the establishment of public policies on this issue in the member countries.

    • Conduct a study on the regional cooperation scheme of the Public Employment Services (SPE, by its acronym in Spanish) in the four member countries of the Pacific Alliance.
